he's trimmed the standard air feed back. It's not in a bad position though, the standard one just goes a little further.
Get a replacement if you really want your car minty standard, or if your feeling flush, get an ITG maxogen. Otherwise leave it, it's fine.
I don't buy the "worse MPG" claims
All your doing is loosing a small amount of CAF. It's by no means dangerous, but inlet temps may be marginally increased.
If you want real roar- relocate, or get a smaller battery and rig up a cone filter (open IK) with an induction pipe and a heat sheild to...

it could be a good idea, but the angle of the TB still means that you need one 90deg bend.
The other issue is filtering. Most good IKs include an enclosed cone filter, with a huge area. your filter will be pi*70^2
all in all, i'd say it's not a great idea with the amount of work you will end...
