Agree with most of that TBH. I disagree that you say Flash is where things are heading, it isn't, if anything we are moving away from Flash - we are slowly redoing all our existing Flash websites into strict xhtml. As said validation/accessability is the current theme, though thats not to say...

Never had to try it on a Renault but a friend got all 4 wheels replaced on his Lexus last year under warrenty because of corrosion. Worth asking? Essentially its a part on the car that is faulty, so should be replaced. Knowing Renault they might say wear and tear though. Worth an enquiry though.

I'd get the leaks sorted pronto, but tbh wouldn't worry about the engine cover and just take it off. They all seem to rattle and you don't need it anyway.

I managed 126 on the revlimiter in top in my old 1.4 16v, so thats probably 116 or similar. Hasten to add this was downhill - a long downhill. lol.

Sounds the best option, unless you can find an Elise, though both of those you've linked to seem a bit expensive. A basic S plate S1 should be about 9k.
