Depends on exactly what you replace it with.
A stainless steel exhaust that follows the original exhaust design could be argued to be a pattern part, and so not need declaring.
However if it doesnt follow the original design, its aftermarket, and so needs declaring.

yeh, i wouldnt bother though tbh. Just get a new paper filter for under a tenner if you need one. Aftermarket washable panel filters are only worth bothering with if you intend to keep the car long enough to have spent more on paper filters then you would on the washable one.
