Rainsports are better from my own experience. In the wet they offer superb grip (far superior to the hankooks IMO) and in the dry they perform the same as the V12's if not slightly better. On road driving they never get hot enough to stop performing imo so the story might differ after 20mins...

I'd be scare of the missing power. Although the Clio will be fast enough in 90% of situations, it's that last 10% I fear myself.

Fixed back bucked is possible with standard belts but not really advised (unless you go for a seriously shallow seat).
You would need the porsche style set up for the belt to still remain fully functional.
