    The repair manuals say 2000rpm for around 20 minutes to get the fan to kick in I think from memory.

    Might be worth changing the thermostat while he's there too, you mentioned cooling problems? Don't forget the stat housing gasket too if you do.

    If it's not even cranking then it's a power problem. Start with the burning smell. Check battery earth and fuses.
