Rip the bumper off and there is a bolt behind the washers to remove them. I'm sure you have to bond the streamline ones on over standard blanks.
Keep an eye in the classifieds for a used pair, they are mad money from dealers.
Friend at work had a JDM one and I have been in that a few times, it's a brilliant bit of kit! He had a 500bhp R33 beforehand and loved the 'teg. Had it for about 3 years, only sold it because he bought a VXR8 recently.

I have the RS192 and I love it. Sounds awesome, the exit size is perfect for the rear bumper and it's nice and quiet too until you give it some beans. Some people find it a little droany at motorway speeds but I have never found that personally.
Did you unplug the UCH with the battery still connected?
Make sure the bolts on all 3 earths are connected under the windscreen (Left, Right and Centre), the 3 plugs are collected to the UCH and check the fuses.

West's do Cup Shocks for circa £50 a corner. The cup shocks and CookSport springs are a great set up, I'm well happy with mine and the ride quality is great.
The Cooksports sit lower than Eibach's.. I know a few people who have changed to CookSports and the stance is a lot better. I'm well happy with mine and the ride quality is great.
