Manufacturers sometimes sell cars with projector style lenses without having the HID Xenon bulbs, meaning you don't need washers/auto-leveling stuff. Perhaps, evo's were sold with that setup... Old shape lower spec Passats were sold like that - from memory.

I've got mine in Projector lenses also. I think I'm right in saying they're still illegal due to not having washer jets or auto leveling, but you're less likely to pee the police off tbh. I've still taken them out for MOT, mind.
