From my experiences using an ELM 327a on my 2005 182 Cup (CB21) you can only get very limited connectivity to the engine ECU. Even then, only certain programs will work and they will not pick up all the engine fault codes.
I doubt very much you will get any airbag info from the OBDII port using...

What's the difference between a CB21 and CB22? (Going by the above list it should be a CB22???)
It certainly does- and gives the real fault definition in English, not some generic code. Also you can manually activate certain actuators eg. fuel pump, thermo fan, oxy sensor heaters, A/C compressor etc.
RSTuner will also cover more codes than what a "generic" reader will...
I've noticed the same thing with my 182 Cup - I even went to the extreme of pulling the rear shocks out and bench testing them in a vice by hand. I've got to say they are some of the hardest shocks I've ever tested, IMHO that could be part of the problem and cause the skipping.
BTW mine's done...
Going by what's written on my 182 Cup rims the offset is +45mm for the 16x7 rim. I'd imagine you should be easily able to go to +40mm without any problems -which will push them out further by 5mm?
Perhaps jump underneath and check for clearance.
Can you hear the starter motor solenoid throwing out? Sounds like it might not be activating?
Sometimes thumping the solenoid with something solid while someone holds the key in the START position will bring them to life (if that is the problem?)

We spent quite a bit of time straightening the one on a friend's 172 only to have it fold straight over again when we tried jacking it. :(
A bit of a technicality, but those bits aren't "chassis rails", Clio's don't have a chassis as they are a monocoque constuction. http://en.wikipedia.org/wiki/Monocoque
If they did have a chassis using a trolley jack would be easy. Those rails are nowhere near as strong as proper chassis rails...
Out of interest the Haynes manual for Clios says to use wood under the sills when using a trolley jack - and never to use one anywhere else. Sounds a bit dangerous to me!

I found out there's one in Australia, but it's sitting in a Renault warehouse somewhere in Melbourne which is 800km from where I live.

The bolt has been reversed for the photo- it actually gets inserted through that end and the non-threaded section beneath the bolt head would make contact there. ;)

I was wondering if anyone has access to a new or near new PhaseII subframe? I desperately need a photo or measurements of the diameter of the rear most suspension lower arm (wishbone) bolt hole on each side. Basically I need to know (if when brand new) the rear most hole is 15mm diameter...
