i got a new (ish) one from ebay for a tenner not long ago. The spring in the button went, so it wouldnt stay depressed, when i pushed it in to turn the hazards off.
WD 40 may free up the bit you can see, perhaps the motor is struggling to move it..
other than that, im sure a motor factors would have replacements. not sure on costs though.

i dont think that the immobiser problem is linked to your hazard light problem.
To fix the hazards you just need a new button. (i got one off ebay not long ago, when mine wouldnt click back in to turn off)

i just tried my key from a mk2 ph2 into the clio (mk2 ph2) down the street, and it worked.
Really paranoid now, as i keep getting visions of someone pissing in my petrol tank...
could be the sensor around the ignition that pics up the immobiliser code from your key.
Try waiting untill all the lights go out before starting your engine, as it may be a bit slow to recieve the code from your key.
your headgasket may well have blown. A compression test will tell you.
edit, although, the white mayo stuff is common if you do alot of short, start and stop journeys, not allowing the engine to fully warm up.
going from what all the other guys on here have been saying, rough running when cold is a common trait of that engine. Changing the plugs may improve it though.
