    it may not, as i think it is possible for it to pass emissions test without a cat fitted. not 100% sure on that though.

    handbrake sticking on and rear drums grinding

    mine is a 2002 and my drums were knackered about 3 months ago. i needed new cylinders and shoes cause they had stuck on tighter than if i applied the handbrake.

    carefull with the pressure washer. if it were me, i would use a small brush (like you get with those small dustpans) and some water . if your cars not lowered, you should be able to get under and clean it.

    yeah. its likely that the ring is clogged up with dirt in between the teeth on it, thus the sensor cant "see" the teeth.
