upto you really, tbh with a da you wont be making the panel too hot, so you wont need lots of water, just throw a bit on for lubrication and to keep the polish nice and smooth. you'll see what i mean. i just dip my hand in a bucket and then flick the water onto the panel, thats usually enough

tbh you can touch up with water based as long as you put some laquer over the top of it when its dried. and tbh, any touch up wont look perfect, slight colour variation wont make any difference, youre still going to see it. wont need primer, just paint and laquer or just paint if its the ready...
