You have to push the piston in. Its hard but press really hard on the piston and itll slide in enough to allow the pads in.

You might get lucky. Last December I got flashed at a level crossing for pulling away too early (the barrier was clear of the car but to be fair the lights were still flashing) but never got a ticket. Flashed twice. Maybe it had no film.

Probably just been lucky. It is illegal, its got something to do with glare and reflectivity from the car behind you with their lights.
