Couldnt be bothered to read the whole post but here is my 2 pence worth.
Declare anything that is a performance mod wether it works of not.
Also delcare such items that if in the event of you having a crash (God Forbid) you can claim extra money back on your insurance above a standard...

I installed it and drove up to York with it off and used 5.3 gallons of petrol. Didnt get caught in any traffic and did use the air-con. (Important points here)...

As Joe has said on a standard unit both are a waste of money, but if you have had an induction system, cam work and a straight through exhaust a PBV may help if the car is being under fueled.
