...and that would usually sort it? I know my handbrake cables need adjusting - would this have anything to do with it?

I'm slowly learning different bits and jobs on the car (when things go wrong I like to replace them myself - it's the best way to learn!).
I've had mine fitted for just over a year now and they're quite worn down.
When they were fitted the pads were rubbing on the discs slightly when the wheel was spun, however I was assured that this was normal.
What's an average amount of time/miles that rears should be lasting?
Just noticed that my MPG has gone down by about 3-4 which is unusual as I've been feathering the gas today. I'll keep an eye on it but does anyone have any ideas as to why it might have gone down?
It could be just from when I had it sat at idle for a bit yesterday. It's not going up any higher...
