Honestly, dreadful composition. The pillars in the background dont add anything to the shot. Crop in a bit or zoom out and get the bridge in as part of the shot.

If the car has only pootled about for most of its life, the water condenses and stays in the boxes along the pipes as it's not warm enough or has enough pressure to blow it all out.
