It is to do with the load rating.
The 84 will be able to support more weight in the car. I am unsure why this is though but I think it may be something to do with sidewall strength. If that is the case obviously the stronger the sidewall the harder the ride but the better the handling.

Tbh I probably will in this instance Ad, but in many cases, low value cars like clios can get written off for such minor things I don't think its an issue.
I would go for coileys over a suspension kit. For 100-150 quid more you may as well go for the adjustability and improvement in handling.
As for 60mm on 17s it is all about the offset of the wheels. Get the right offset and you will have no problems.
