The APs are quite comfy for a coilover setup. Really liked them for road use but on track i'd say they are a bit to soft. Quality coilovers for the money. And they would rip "facepalmland'd" 1*2s a new asshole in teh twisteez...
You can't just swap the cam covers, they need to be matched to the cylinder head as the upper cam bearings are integrated into the cover. I'd just keep the vent open/place the coilpack on it.
Waterpump is Aux belt driven. I'd change it aswell but not necessary. Did he change the whole Cam/aux belt kit incl. pulleys or just the belts? Correct tools used?

The cambelt may be damaged by overreving the engine. If your mechanic did this, he's not a proper mechanic. There is some note from an engine specialist floating around (cba to search for it now) that the F4R engines like to drop valves after timing belt failure and not exchanging the whole set...
Timing wouldn't be affected by trashing. Could have been a damaged aux belt (alternator not working). My first rule: Never give a F4R-powered Clio in hands you don't trust/have the knowledge to work on these engines. Did they use the correct tools/procedure for retiming the engine?

What's been wrong with your head? I'd check the dephaser for play by removing the "cam caps" on the gearbox side and wiggling the inlet camshaft. Dephasers seem to dislike wrong oil grades and wrong servicing intervals.
Where do you get these AD08s and how much are they a corner? Need some proper tires for next year's trackdays. Any suggestions? RS2s? 595 RSRs? Mind: I am not a high roller. ;)
