Did something like this about a month back, lets just say 9k sounds A LOT.
Based on what you have posted i would imagine a couple of days work would achieve what your after. Absolutley no idea were they have got 9k from mate.

We have 8 lines with the same ISP and they seem to have really sh*te over the last few months. One site is down at the moment and ive been on hold for 30 mins! Time to move i think!

Dont think its a big issue. Wanadoo never enforced it and ive heard of people downloading silly amounts and never hearing anything back from the ISP. Just dont take the p*ss and i think your ok.
^ What is the manufacture date on the back ? If its 2005 i would send it back mate, mine did it once in a while then all of a sudden it wouldnt start at all, just 3 lights all the time. Took about 6 months for this to happen. Get it swapped while you still can.

How can you tell its not a 'proper relational database' if you know nothing about the database in question, were it came from, who developed it, what it is used for. You obviously know your stuff if you can tell that without seeing the other 40 tables and 200 stored procedures. If you would...
you could always try using a few different clients. i started using uTorrent a few week back from bitcomet / azureus. see if that makes any difference.
dont think its matters pal. that sounds like a random port anyway so it will be the same speed on any random port. I know torrent downloading seems to have slowed down a lot recently, well it has for me on 90% of downloads. i had one come down at 200kb/s last week and other chugging at 5kb/s...
