When the light is on it is a warning that the ESP is off. When you boot it in the wet you will see the light flashing this shows that the ESP is working.

Have you checked the fuse on the passagner side next to the glove box, if you open it up there should be a little diagram on the cover, find the fuse for the dash and check its ok.
