personally i'd just whack a new arm on. bushes are probably starting to wear on the arm too so for peace of mind just replace the whole lot.
pretty sure genuine renault ones are still around the £50 mark.
blowing of the exhaust may cause a slight loss in mpg but shoudln't be particularly noticeable.
with the bulb, replace the one that's out and then see if that clears the fault.
Have you checked the springs are seated correctly, and that the two nuts, ie one at the bottom and one at the top on the inside of the car are fastened correctly?
tensioner pulley could also be a problem.
either way there is definatly a problem there.
you won't really tell until you have stripped it down and spin the tensioner pulley and te roller idler.
if there is no squeeking when spinning both parts then the problem doesn't lie there, but 99% sure...
