that's the engine management light. fault could be a number of things. get in on a diagnostic check and see what faults are shown.

blowing of the exhaust may cause a slight loss in mpg but shoudln't be particularly noticeable. with the bulb, replace the one that's out and then see if that clears the fault.

Have you checked the springs are seated correctly, and that the two nuts, ie one at the bottom and one at the top on the inside of the car are fastened correctly?

tensioner pulley could also be a problem. either way there is definatly a problem there. you won't really tell until you have stripped it down and spin the tensioner pulley and te roller idler. if there is no squeeking when spinning both parts then the problem doesn't lie there, but 99% sure...
