from the pic it looks nice, ide like to see it in the flesh to pass judgement on the workmanship as pictures can be so decieving. dont think the front bumper suits the curvy lights n general rounded body but each to their own.

you could make a loom up yourself as i reckon the ph3 n valver fog wires are gonna run off the main loom (not 100% sure) but pretty simple, wires to battery, fogs, back to switch with a fuse in the line. it will be independant from your other lights but dont really matter
you got a welder?
for best finish your gonna need to weld a plate in to cover the hole as using fibreglass/filler overtime it will just sink and will look poor.
if you still wanna go ahead n do it. sand down the area with p80, make sure you prep the inside very very well, try get most down...
if you wanna just tidy it up how abut slap some stone chip protector stickers over it or somethin? as for the rust treatment, unless youve got rid of the rust it wont do bugger all, waste of time
my standard speakers were better than the rubbish sony 5.25's i bought for 40 quid. ended up buyin some infinities which were literally 10x better in all aspects. stear clear of em, theyre gonna sound s**t and its gonna be twenty quid wasted
cause you can get a cooler yellow one pretty identical for 30- 35 quid inc vat ;)
i think the point to these pc's, correct me if im wrong, i think they are light, aint so hard to burn through the paintwork and generally just used to get a finish with polish wax etc.

n you can cut out the rusted section n weld in new sections but if some areas have gone, you might aswell just repalce the entire arch as ide put money the areas you dont cut out will start to rust anyway. can...
if your feeling brave, drop the inner door lining off and try prise the dent out slowly with the back of a spoon or something rounded. otherwise just get it done by a dentmaster insted of fockin it up n havin to have the door repaired
my new rear quarter skin from renault was 200 inc vat (non valver) i expect valver arch to be same priced, perhaps a little more? nowhere near 1k though
get a tub of alluminium body filler, designed for ally body panels, should be ok with wheels. n just keep sanding man, if ya leave any contaminant under the basecoat itll just come back through in no time
