As said, the easiest way is to choose from your deck plenty of 7's, 9's and 10's (as 7+9+10 = 26). So you'll see loads of cards either flipped or unflipped. You want to flip over all the 7's, 9's and 10's...

Save a game after a win. Then hit start, load an older save file (could be from days ago), then once that's loaded, hit start again and reload the save you've just made prior. It's basically refreshing the game's inventory.
Pretty much like the way I'm using, but I'm going for 7, 9 and 10's. So 7, then 9, then 10. Totalling 26. Once I have 3 lots of 26, I can use the King or any other face card on the opponents deck to bust him. That's if it even gets that far. Job done.
It shouldn't matter, TBH, mate. The save, then load, then load again will at least restock Cliff's inventory. You can then buy all his wares and he'll have the money again to use in Caravan, which you'll then win back. LOL.

Here's a tip. Buy the skill books off him. Then save your game. Load a previous save (any will do), then load up the game you've just saved. Cliff will have a repleted inventory. More skill books ahoy. Repeat for many skill books.

If you get 80 in lockpicking, you can't open the very hard lock's (which are 100). But if you've got the Comprehension perk, you can read a Locksmiths skill book which will increase your skill temporarily to 100 (as it adds 20 to your total). It will go back down to 80 after a couple of minutes...

TBH, you only need 80 for the skills, as with the Comprehension perk you get double the amount for skill books (so +20 instead of +10). There are an infinite number of skill books knocking about, too, so you won't run out.

I'd say so, yes. I was vilified by the Powder Gangers early on, but then put on a PG outfit and they still spoke to me, so I could still do their missions, I guess. The dogs can sniff out a sneak, though. Best to shoot them dead.

Put three 7's down. Then 9's on top of those. Then 10's. If the game hasn't ended by that point, put a face card down on one of your opponents 26's. They'll bust, you'll take the winnings.
