From cold, if your coming up to a junction to stop it also revs itself a it without touching the throttle.
Idle cold will be roughly 1100rpm and then drop to just under or touching 1000rpm
I would put new ones in to be honest if it does come down to that being the issue.
At least you 100% know your not putting a knackered one back in.
You can test them of course but easier replacing with new.
