it is that fuse box when you take the plastic cover off. yea if you pull the pulls out it will be wet or green mold in there or rust.

UPC is the controler to the right of the battery under a plastic top these get water in cause corodsion to form thus making the connectors have high resistance

I would go with opition 2 if it were me. the 172 has to be pushed to get the power out of it, so around town a learner should be ok. its out on the open road they might get carried away. Look about there loads of 172 out there at the mo and its a buyers market.

yea see i think it would be worth looking at a new head? and doing things properly like moving the battery and having the air filter there

I think something is a miss. Correct me if im wrong but having an 1.8 head on it would be a restriction at the valve area?
