a little bit of normal detergent in lots of water, clean with your hands but dont break the foam, can use a brush if you want.
Then get some filter oil (as this is teh filter medium NOT the foam) and spray it on, rub it in......done

water can travel though an exhaust and come out pretty nasty, dont have to be sweet smelling and taste like water to be water! lol
if you had that much fuel comming out the exhaust, i would be more concerned!

its not burning oil fast, but check.
Few things you can check, compression, plugs for wetness, leaks etc etc.
And how do you know its unburnt fuel at the tailpipe?
