172/182's cannot be beat for fuel economy, they are so easy on the juice you forget they are hot hatches
My old Phase 1 172 would give me easily 365-400 miles to a tank no problem
My money would be on a binding calliper, maybe get the wheel off it and get some grease into the sliders?
Id have thought if it was a cracked ABS ring you would only get the vibration if there was violent braking?

Tbh id just get a Phase 1.
Cups (decent ones) are still fetching more money whilst Phase 1's are every bit as capable, you could debate it all day but if you put every 172/182 on a quarter mile/twisty bit of road with decent drivers at the helm there wouldnt be half a ball hair between them...
