The only advantage for you in having a 172 Cup would be that the big cambelt service is a fair bit cheaper because there's not the aircon to get in teh way, which increases the labour times.
Neither are more reliable than the other. Just get one that's been looked after.
You need a Mac and a dev account. The account is free for the simulator etc. But to get it working on a device you have to pay.
So the only cost for you will be the Mac. You'll need to download interface builder and xcode too. Those are free.
But if you can code with Java. You'd be best...
