    My ms paint > image menu only has stretch/skew... no resize. and if i go into attributes and change the width and height it cuts out part of the picture that's bigger than that size...

    Ended up going with http://www.blumentals.net/inetprot/ Easy to use, just install it on the PC you want and then set the times you want to block and hey presto :D. Cheers for your help tho guys :)
