Nope. It's quite a thick ceramic powder coat on them so your only real option is to refurbish it. Get two wheels done though, the colour is a nightmare to match.

Nope, paints have been lead-free for years. It's just a different colour to Capsicum (pink) Park mine next to a Trophy and the Trophy will look faded even it it was brand new. You can't tell otherwise though.
