The rear pad would be easy to do yourself to surely ? all you need is a caliper wind back tool, even then you could probably force it back with a makeshift tool (making sure not to damage the caliper)
just remove the retaining pin, slot out the old pad, in with the new put the retainer back...

The idea of fogs (i believe) is that the will light up the road directly infront of you, and with them being lower to the ground the will cause less reflection, but your right, they arnt really good enough, and the beam seems to scatter in all directions as opposed to directional at the ground.
when I got my sideskirts resprayed cause of flaking they didnt even put the fog lights back in properly, the have to remove the bumper to get the side skirts for some reason, it was my GF that noticed the plastic surround aroudn the fog light was just about to fall off..
