Earth straps are easy to replace, if its not damaged it probably just needs cleaning up to get a better connection.

The number of nice cars for sale has declined a lot recently so it's not surprising prices are going up.
From what you've written I think your looking more at 4-6K to get one with a decent history/spec depending on colour.
Sounds like a lot of work for not much money.
Appreciate this is completly different and not much fun, but bloke near me has set up a company cleaning bins and he's absolutly raking it in.
I wouldn't worry to much if your only slightly over as long as it looks ok and the paperwork adds up you'd be unlucky to get weighed.
I've been stopped a fair few times and never been weighed they just go off the stamps on the trailer/vehicle.
If it’s a daily I’d probably throw in the towel and buy something newer.
If it’s a toy then I’d keep it up with the maintenance on serviceable items while squareing some money away in an account to give it a refurb/restoration at some point in the future.
