just to bump this, Ben_P had a go with your suggestion fred and it wouldnt shift.
going to drill the bolt this evening as the metal is as soft as s**t (hence it sheared)
then thinking about hammering in the screw driver after that . . . thoughts?
it is just the under tray lad, mine came off years ago, only damage is that it messes up your engine bay when you go through puddles.
would worry about it. if you really want to you could go toa scrappies, get a new one, undo a couple of self tappers and replace it.

since trev has posted this as well, can i say; spacers?
give them a clean, refit, check weights on wheels are still on (came off mine the other day and caused same issue), while wheels are off do above of looking for lines on discs (warped) and check for excessive movement in disc meaning...
