Crystal clear to me mate. You must have 25% braking to each wheel.
And adjuster must be out of reach of the driver IF it gives less than 25% to each wheel.
Read it again and look up the definition of 'contravene' sometimes need someone else to read the rule to get it, book is full of ones...

Just make sure the friction plate is equal distance spaced to the cover as you tighten the bolts. I never use alignment tool or screwdrivers/extension bars etc
