I thought only the 3.4 on the 987.2 was DFI...on the base 2.9 it's traditional inlet injection I believe. Right about the IMS/RMS blah blah blah, although an earlier .1 2.7 never suffered either, it was only the S 3.4 that did.

I don't know what they down grade anything to, just what they recommend for uploads. 4k is 68kbps 1080 is something like 25kbps So yeah, anything uploaded in 1080 is always going to be quite poor.

It downgrades it. They recommend 4k 60fps is uploaded with a max bitrate of 68kbps so rendering anything over and above that is a waste of time.
