Spray brake cleaner around that area and see when it stops.
The inlet/throttle is under vacuum on idle so that's why you hear it whistling as it's pulling air through a small leak.
No competition belt as such but Pure Motorsport sell a race version of the cambelt kit which eliminates the plastic tensioner/idler pulleys.
Not recommended for the road as the belt tension is manually set and needs checking regularly.
Were you able to measure the camber?
With the camber maxed out as you say plus the slight increase you'd get with the RCC kit, you could in theory be driving on the inside of the tyre.
Saying that, it would have to be a fair bit of camber for it to do that. Like -4 degree plus...
