I don't think the likes of SoR would be allowed these days although in fairness GTA gets away with it with high age limit. Couldn't be side scrolling but gang style games have been tried. Saints row etc are like that are they not?

I agree actually. Hydro will sit just fine, it maybe won't last just as long. You can also spray the hydro on a damp or dry car mate and like a spray sealant.
