Refuse the offer, get on autotrader and the like and do some investigation. Basically go back to them with a few cars that were in the same condition, age, mileage and say thats fair/true market value.
From what i hear, insurance companies always give you a sh*tty first offer.
Sticker- Yes, join at the same time and you get a sticker on the cheap. Size depends on personal opinion, ive got the smaller one and others have the large sticker.

Debra works at Total Butler, based in West Yorks somewhere (Cant rememeber exactly). 24lts is £64 delivered, so your probably better of getting your own that buying 6 or 12 lts and getting it sent to you.

Officially this is how cars are tested, called curb weight. Supposed to give a fair reflection of perfomance instead of 1 skinny beanpole, no petrol and spare in place.
Got away with it, so to speak. Could have been a ban, more points, larger fine or a combination of them. Least you still have your license and i wouldnt worry to much about insurance as its seems they expect people to have points these days
