You can pay for a new one or torrent one and use a script like RemoveWAT.

Mine are wired up to the cigarette lighter, so whenever I put headlights/sidelights on, the neons also come on. They are on plugs though so I can unplug if I want.

My car is a pearl black and the side strips, front and rear bumper plastics are grey. Is it easy enough to sand them down and spray them black, or would it look ridiculous? Pretty new to spraying but I'm assuming it would be quite an easy job which is why I'm asking you lot. Anyone done this?

If it is a small accident like I'm assuming from your description, you should have just charged him for the bumper or whatever it was. It's a lot cheaper than how much both yours and his premium will rise when it comes to renewal.
