Sounds like the faulty temp sensor, common problem - ECU thinks its always cold, early rev limiter, over fueling etc.

Scratch X is good, but by hand to do a whole car is very hard work, if the swirls have been induced by machine, it will proabably take a machine to remove them.
Some one on here with an inferno got some made up by a vinyl company, was a thread in media in the last few weeks. Not sure if anyone ever got any actual ones from France.
Ideally a decent machine polish by someone who knows how to use the machine without making more swirls, you will have your work cut out by hand and probably wont be able to shift them all even after hours of polishing by hand.
The marks that they have induced with a rotary polisher no doubt...
Anything you can get will be cheaper, it's just finding stuff you want.
Maybe get some Megs PC pads if they are cheap enough, as we get stung big time for them over here.
How long you there for? Could you get stuff mailed to you while your out there from other US companies?

Looks like a good kit, not a big fan of the Megs Stage 3 range though here.
Maybe look into a good sealant, some trim and tyre care stuff and a good glass polish.
Meguiars Scratch X if working by hand. A folded terry towel to apply it will give better bite. Will be hard work and a lot of elbow grease to do a whole car though, Good luck!
