They are rivets. The only way to remove rivets is to drill them out.

99.9% of 1.2 clio's have this. Its because the oil filler neck is so long that condensation builds up. Clean it all off, check the oil and water levels, go for a long drive (motorway/dual carriageways) and check. I'm willing to be it will be fine.
