It just seems daft that if the heads off for the sake of it not replacing it all. Has the belt actually snapped or has a tensioner failed? IIRC, fred said thats its quite uncommon for a belt to snap its usually the tensioners that go.

Why didn't they replace the belt when the head was off?

It doesn't need to be loud. And most MOT stations will mot a car with no cat for an a small fee. ;)

Disconnect the cat at the front (between down pipe and cat) and start it up. (it will be very loud!) If it revs freely then you know the cat is fudged. Personally, i'd get a decat and a new exhaust system. The renault ones are gubbins.
