a seed = someone that has the full file that your downloading a leacher = someone that is downloading the file however, you can still download off a leacher if they have parts of the file you dont yet have. I have accounts on loads of private sites, ill pm you a load in a sec, as i dont think...

all depends on seeds + leachers, and also what trackers you can connect to. tbh its hit and miss with public torrent sites, as half the times, even torrents with a load of seeds and barely any leachers go s**t slow. your better off using private sites!

erm, just open it in paint, then just File > save... cos paint saves the image in a shitter quality the filesize should drop or open it with photoshop, and File > save, it should come up with a quality thing, just lower the slider.
