Just paint them while they're on the car. Hammerite smooth is good, get a 1/2 inch brush too & you'll be fine. You may need a small brush for the hard to get to parts though.
Personally I think that the wheels in the link you've given look awful, there are loads of better looking alooys out there tbh.

If it's an fse power boost valve (which it sounds to be) they're supposed to be a waste of time, unless you've got them set up with others mods.
What car has he fitted it to ?
