Get some farecla g3 on a cloth and polish the rust off the area. This will take it back to the metal then get some sort of rust preventative on it like waxoyl.
Apparantly you should wait 10days and not put the windows down either.
Just live with the mess for a while then get some glass cleaner on them. You can clean the outside btw.
I filled the void with loft insulation, pack it in as tight as you can i mean stuff loads in there. Then gaffer tape over the whole lot so it keeps it in, then a layer of sound deadening.

As said just whack them in and don't worry about wiring them up.
If you really want to, use a relay so they only come on with your full beams. Then you wont have to worry about turning them on or off, but will give you good vision on back roads and when no one is in front of you.
