a wire brush is a must to get a good clean surface to paint on.
any smallish brush is ok really to get in to the hard to reach places.

at the bottom of the wiper arm there is a cap with a bolt underneath. make sure that is done up. if it is then you must need a new wiper motor if you have checked the fuses!
yeh make sure its the right wiper blade.
if not what i would reccomend is at the bottom of the arm there is a little cover with a nut underneath it. undo this slightly and push the wiper down closer to the bottom of the windscreen. then do up the nut again and see if that cures it
its personal preference on the height personally i think at least 40mm
as for good ride quality and performance most people on here would recomend eibach springs sportline or proline.
the wear on the drive shafts and shocks will be minimal i think if you lower less than 40mm. more than 40mm...
you have to take the inside trim off from inside the boot. then you should be able to see the lock mechanism which i thin you have to take out. or the other way i think is to pop it off with a screw driver from the outside then glue it back on afterwards!
