The spacers are made out of zinc plated steel mate. I'm not sure how a stainless steel spacer could flex though?! It's sandwiched between the column and column mount!
I've not had any experience of the Clio pushrod so I can't say 100% yes it can be adjusted, but I would imagine that yes it is adjustable. There's normally a lock nut to hold the rod secure that you loosen and screw out as necessary.

Mines lowered on some spacers we have on the stuff at work. Probably about 12mm thick I think. I've some spares lying around if your interested?
As for the lowering, it will be fine that amount mate.
