Ok annoyingly think your gonna have to take it to a garage unless you know someone with a 197 you can swap bits with to try. Was worth a try as that trick has worked once before! ;)
You need to upgrade the headunit first bud as factory unit is not made to kick bass but bring bass out of the track at Higher volume to save speakers. Either that or just distort. Set bass to +2 and treble to +3 and put loud on. Then try if your still not happy you need to start spending bucks!

I'm now in the process of upgrading my system on my 200. It has the upgraded system already but is still pants. The tweeters are on top of the dash in the corners if you have them and just pop out with a pick or small screw driver. The grilles pop out too, not at the edge of the grill surround...
More than likely the wiper stalk at fault. I know that sounds odd but the fogs are connected to the wiper stalk via a small plug. Changed a few for same problem and would be very surprised if it isn't that. 5 min job. Does the fog light come on on the dash when you flick them on out of interest?

Thought it would be a bit of a marmite alteration! went for mid grey to bring the wheels in a bit more. Renault bring a lot of colours together with the 200 but it does work, better in the skin than on photos!

Could be any of a few things so really needs diagnostics. It would only be a guess for someone to tell you what they think is up with it as it could be throttle potentiometer, throttle body, wiring etc. Too many possibilities unfortunately.
If it's running ok I wouldn't worry too much but it will have logged a memorised fault which may be worth getting checked out as whatever it is may end up causing you problems at some point in future...

Hey all been on the site a lil while but not posted and thought its about time...
Been in Jap scene mostly up till now.. previous cars - 96spec teggy, MR2 Turbo, SIR2 etc. Have had a few older run-a-round clios and a RS172 but now moved into an RS200... Gotta say never thought id spend this...
The cambelt is manually tensioned and accessories belt is automatic. Somethings not right here as a belt change should not bring about a whine like your describing unless generally it's been over tightened?.. I'd personally be going back to where I got it from and asking them to re check it...
