02 clio sport dipped beam problem

Hi all,
Ive come across a problem with my Clio Sport
Its on a 02 plate.
The passanger side dipped beam is no longer working. Ive replaced the Xenon HID bulb and ive tried the unit itself in the other side and the unit and bulob are fine.
Anyone have any ideas to why just one side is working?

Would this be a ballast box issue? The light died then came back on now is perminantly off
Any idea where to get one cheap if it is this problem?
