08 clio 1.2tce not starting after repairing starter is there a fuel cut out fitted

Removed started motor as it wasn't engaging. Now repaired and fitted but car not starting now
Tried to start with a tow when starter failed but wouldnt play then

Surely if it failed to start with a tow when the "starter failed" it was never the starter?

Need more Info, when did it happen, any history to it?, has it been plugged in?

The starter wasnt engaging so was cleaned and operating ok now when checking over the crankshaft pulley was loose which has been tightened
