Thats what mine says on the letter I got yesterday, its not what they will charge me though as prices went up on March 23rd to £104.50 for Band F.

do the new price changes only affect cars registered AFTER they were confirmed?

the reason i say this is because when they changed in 2001 from size of engine to amount of emissions, that change only affected cars registered after that date. (i.e. u still pay £160 for a V reg 2.0l alfa romeo)

can anyone educate me?!

No, the new prices are across the board for all cars registered March 2001 onwards. The only exception to this is the new Band G, as this will only affect cars registered after March 31st 2006 or somewhen like that.
